Terms of reference

 

  • Propose future policies, plans and strategies in the IT field to achieve the objectives of the Ministry.
  • Develop a general policy to identify the needs of the Ministry of information systems and develop an appropriate mechanism for defining it in coordination with the concerned entities.
  • Study the needs and requests for IT items: computers, software, peripherals, and information systems of all establishments in the Ministry of Health.
  • Communicate with DGs, departments, sections, offices of the ministry to determine their needs in the field of IT and recommend the appropriate steps.
  • Conduct the technical analysis of contracts for IT services projects, including devices and information systems, and computers maintenance, and make the appropriate recommendations from the offers submitted by the companies according to the specifications, technical terms and conditions and the estimated cost of the project in the ministry according to the approved policy.
  • Conduct technical and cost studies related to IT in the ministry
  • Develop programs, applications, and databases for directorates and departments in the ministry.
  • Supervise the operation and maintenance of computers and their peripherals and systems.
  • Prepare and maintain the Ministry infrastructure and information network.
  • Develop IT consultations and surveys consistent with other health establishments in other countries.
  • Develop different computer application, train the users in computer use, implement the appropriate systems and software and identify the appropriate procedures to ensure the safety of devices.
  • Study the modifications/enhancements proposed by the users of the automated systems and introduce them to the systems and applications, which is achieved through committees in the Ministry's head quarter after their approval.
  • Develop plans and software to face crisis of electronic systems.
  • Develop a crisis management plan policy  for IT
  • Provide directions and suggestions, related to computer applications, software, and systems that serve the units and divisions of the ministry, and ensure the compatibility of the systems.
  • Participate in the technical committees, conferences, and workshops related to IT and computers, and follow up the implementations of the decisions/recommendation made.
  • Create an integrated digital environment with different sectors
  • Conduct studies to develop IT systems to meet the unique needs of the Ministry in terms of its responsibilities and objectives.
  • Update the technical documentation necessary to operate the systems after the end of the development stage, and design user manuals.
  • Conduct a study to assess human needs and financial budgets for establishing new IT projects (systems and applications) in coordination with the concerned authorities in the ministry.
  • Study the needs and readiness of the governorates and establish a prioritized list for the implementation of the e-health system.
  • Develop a timed work plan for the implementation of the electronic health system in health establishments.
  • Update ongoing systems and databases in line with health system applications and needs.
  • Stay informed about updates and developments in the field, and adhere to the implementation of international and national standards in software development.  
  • Develop systems testing plans before they are implemented to identify and correct any bugs.
  • Spread digital awareness in the ministry and its units, coordinate between directorates and users to increase the efficiency in using computers and applications and increase the level of user satisfaction with the systems/applications provided through the DGIT
  • Draft and implement objectives and plans to ensure quality related to the programs environment’s analysis, preparation, and documentation.
  • Establish the MOH internet and web applications policy
  • Provide e-services on the Internet through the Ministry website. 
  • Identify the strategies, plans, and applications needed to achieve a national e-health record that covers all public and private health sectors. 
  • Preserve the confidentiality and privacy of data stored in the central storage devices of the Ministry
  • Reach a state of full integration of systems between different establishments in the government to serve the e-government and digital transformation strategy
  • Optimal use of data through open and big data systems and software
  • Support and use open-source software in order to reduce cost and sustain the continuity of systems in the ministry
  • Technical supervision of the IT departments and sections in the  regional hospitals  and governorates
  • Any other tasks related to the terms of reference
