The Health System Governance Center serves as the driving force for advancing health governance in the Sultanate of Oman by leading national governance initiatives, strengthening institutional integration, and enabling evidence- and data-informed decision-making to support the objectives of Oman Vision 2040 and enhance the performance of the health system. The Center is responsible for strengthening the national health governance framework, developing and formulating effective national health policies and strategies, supporting data-driven decision-making, and promoting transparency, disclosure, and compliance. It also focuses on building national capacity in health governance, policy, and strategic planning, while fostering national, regional, and international partnerships to enhance institutional performance, improve the quality of healthcare services, and ensure the sustainability of the health system.
Mission

To enhance the efficiency and resilience of the health system through a national health governance framework, by utilizing advanced monitoring and analysis, strengthening intersectoral integration, supporting evidence-based decision-making, designing policies and standards, framing compliance, and promoting transparency and accountability in a manner that reflects the Sultanate of Oman’s ambition toward excellence in line with international standards.

The Health System Governance Center was established under Ministerial Decision No. (252/2025), which approved the organizational structure and official job titles of the Ministry of Health. The Center reports to the Undersecretary for Planning and Health Regulation and was established to strengthen health system governance, support evidence-informed decision-making, enhance institutional performance, and promote the sustainability of the health sector.

Governance Development Section

Governance Development Section

● Developing comprehensive governance standards across all levels of the health system, in coordination with the Ministry’s various divisions according to their areas of specialization, while establishing a clear framework for accountability. ● Enhancing coordination among different health sectors to ensure the integration and comprehensiveness of the health system, thereby improving the efficiency and effectiveness of health system performance. ● Promoting and disseminating the principles of transparency and credibility across all procedures and operations of the Ministry’s various divisions. ● Proposing programs to build capacities and competencies in the areas of leadership and health system management, in collaboration with the Directorate General of Human Resources, with the aim of improving governance effectiveness and strengthening resource management. ● Continuously assessing the efficiency of the organizational structures of the Ministry’s various administrative divisions, and coordinating with them to monitor compliance with assigned functional responsibilities. ● Following up on the implementation of the decentralization project for health services in coordination with other relevant entities within the Ministry. ● Cooperating and coordinating with international organizations to ensure that the health system remains aligned with global standards and international best practices in governance.
