The Minister's office is considered the highest level in the hierarchical structure of the Ministry of Health. It oversees all divisions within the ministry and works to define goals and approve plans in the fields of health, pharmaceuticals, and other ministry activities. Additionally, it is responsible for formulating policies and systems that ensure the achievement of objectives and the enhancement of healthcare services for citizens and residents, based on the analysis of the health situation in the Sultanate of Oman. Preparing and reviewing agendas and meeting minutes for councils and committees chaired or participated in by the minister, determining meeting dates, monitoring the implementation of resolutions or recommendations, and preparing necessary reports.

Receiving incoming correspondence addressed to the minister, registering and preparing it for presentation, executing directives regarding it, distributing it to relevant entities for study in accordance with instructions.
