The Ministry of Health (MOH), in collaboration with the Projects, Tenders, and Local Content Authority (PTLC), organized an introductory forum on the National System for Government Projects and Procurement Management (Takamul) today (Thursday) at the Intercity Hotel in Al Khuwair.
The forum was held under the patronage of H.E. Suleiman bin Nasser Al Hajji, MOH Undersecretary for Administrative and Financial Affairs. It was attended by several Ministry officials, executive leaders, and specialists from the Directorates General across the governorates of the Sultanate of Oman.
Eng. Bader bin Ali Al Mamari, Head of the Takamul Project Management Office, provided an overview of the project, its objectives, and the future implementation plan.
For her part, Lubna bint Hamad Al Hsani, Takamul Project Manager at the Ministry of Health, presented the first phase of the Takamul Project.
The forum also featured visual presentations and discussion sessions focused on the objectives of the project and the full automation of the government procurement and projects cycle. The sessions also provided an overview of the five key and interconnected components underpinning the National System (Takamul), namely: Project Management Systems, Government Procurement Management, Supplier Relationship Management, e-Tendering Management, and Contract Management.
The forum concluded with an open discussion session to receive feedback and insights from executive leaders across various governorates regarding future operational mechanisms. Participants emphasized the pivotal role of the system in supporting decision-makers with accurate and real-time information, enabling future strategic planning for the healthcare system in the Sultanate of Oman.
It is worth noting that the forum aimed to showcase the new digital framework of the Takamul System, and to align operational procedures among health directorates across the governorates in preparation for the actual implementation phase in accordance with the approved plan. The Ministry of Health is among the government entities that have completed the business analysis phase of the project’s first phase.
The forum also underscored the importance of the change management and institutional readiness dimensions adopted by the Ministry to prepare human resources and enhance the operational environment, ensuring effective adoption of the new system and a smooth transition towards the automation of government processes. This will contribute to improving public expenditure efficiency, optimizing budgets, and enhancing transparency and governance through the establishment of a unified database for suppliers and projects across the healthcare sector.
